Business Continuity and Operational Resilience (BCOR) Manager - Permanent - Hybrid


The Business Continuity and Operational Resilience (BCOR) Manager, Payments Office is a new role created with the specific aim to ensure the implementation and embedding of business continuity management and operational resilience across the Payments Directorate.

First and foremost, the BCOR Manager Payments Office will be a payments expert, preferable in Bacs and/or FPS. The role will use extensive understanding of Pay.UK’s current services to act as SME advisor for incident response and management.

This dedicated resource will represent Payments at all RCOP related meetings, lead as the conduit between the current teams within Payments and the Business Continuity team and facilitate specialist input from the Payments directorate as required.

The BCOR Manager, Payments Office will be a motivated individual who will join the Payments Directorate working closely with the Head of Business Support, Business Support Manager and the Business Continuity team within the Risk Directorate.


Key Highlights

  • To lead, with the support of the Head of Business Support, in the embedding of the Business Continuity Management (BCMF) and Operational Resilience (ORMF) Frameworks across Payments, with focus on maintaining important business services within impact tolerance.
  • Increase awareness of operational resilience and business continuity across the Directorate by supporting the Business Continuity team with awareness campaigns and training material on behalf of the Directorate.
  • Facilitate the completion and subsequent annual reviews (or as often as required) of the Directorate business impact analysis.
  • Develop and maintain Directorate response and continuity plan(s).
  • Prepare the Directorate contribution to the Pay.UK operational resilience annual self-assessment, and contribute to monthly committee updates and quarterly formal reporting to RiskCo and Board.
  • Contribute to the scope, design, and delivery of Pay.UK simulation exercises (facilitated by the BC team) and ensure appropriate SME resource is available to participate. Occasionally the role will be required to participate as an Operational Resilience Manager in an ‘in-incident’ capacity.
  • Support the Payments Directorate incident management by acting as an SME advisor, ensuring post incident debriefs, reporting and remediation action plans are agreed.
  • Provide the link between the Business Continuity Team and the Payments Directorate by acting as a gatekeeper for any requirements or requests for information / input from the directorate.
  • Attend the Pay.UK ‘resilience community of practice’ (RCoP) as the Payments Directorate representative, and be responsible for ensuring actions are completed from a Payments perspective.


Additional Duties

  • Act as a CMBCG admin (with the Head of BC and Head of Bus Supp) to ensure regulators and the sector response framework is up to date with Pay.UK contact details.
  • Act as a trusted advisor providing timely feedback to support the Head of Business Support with arising issues that may affect customers, operational performance, people, brand or reputation.
  • Support progress against the Pay.UK Strategy and KPIs. Track process and support to the Directorate plans to meet objectives within the corporate strategy.


Skills, Experience & Qualifications

  • Working knowledge of Bacs, Faster Payments, cheques, or an SME in at least one of these services.
  • Experience working within the financial services / banking industry.
  • Understanding of the Bank of England policy for Operational Resilience as it relates to Pay.UK as an FMI. Practical application of this is desirable.
  • Methodical and organised and providing excellent co-ordination and communication.
  • Advanced communication in all forms (written, verbal and listening), and negotiation skills. Establish trusting relationships to maintain open communication.
  • Forward planning and strategic thinking, by planning for the future, by contributing to the Directorate priorities in line with Pay.UK’s strategy.
  • Attention to detail and the ability to remain calm under pressure to address and support problem solving. Identifying pros and cons of a situation to make informed decisions.
  • Confident understanding of Business Continuity Management and operational resilience.
  • Working knowledge of Bacs, Faster Payments and Cheques, or an SME in at least one of these services.
  • Operational experience gained in Financial Services.
  • Understanding of the Bank of England policy for Operational Resilience as it relates to Pay.UK as an FMI.
  • Experience in overseeing and maintaining business continuity is desirable but not essential.
