Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The NATO Communications and Information Academy (NCI Academy), located in Oeiras, Portugal, currently delivers NATO technical and operational training on a variety of hardware and software systems. All NATO approved and selected courses must have Course Control Documents (CCDs) as defined in chapters 5 and 6 of the Bi-SC Education and Individual Training Directive (E&ITD) 75-7, dated 10 September 2015. The CCDs are NATO’s mechanism to ensure responsiveness to NATO E&IT requirements. The NCI Academy is looking to outsource the development and production of some CCDs for existing NCI Academy courses, and the maintenance updates of some existing CCDs. The intent is to obtain the services of subject matter experts who can develop and update CCDs.
Role Duties and Responsibilities
Under the scope of work, they shall take the lead and work together with the NCI Academy Training Sections to develop or update, aligned with NATO regulations, the following documents for each designated course:
- List of Task Statements, incl. Performance/Task Statement Tracking Matrix
- Course Control Document I – Control Form;
- Course Control Document II – Course Proposal;
- Course Control Document III – Programme of Classes

Essential Skills and Experience
- Substantial related experience within Quality Management / Instructional Systems Design / Change Management in an individual training and education environment
- Demonstrable experience with NATO Global Programming and the NATO systems approach to training (as described in Bi-SC Directive 75-7)
- Proven ability and results in developing and producing Course Control Documentation
- Recent experience in requirements analysis, designing courses and related Course Control Documentation
- Effective and excellent professional English language spoken and writing skills
- Experience in Microsoft Office
- Knowledge of NATO Education and Training Directives
- Ability to work in an International environment comprising both military and civilian elements
Desirable Skills and Experience
- Experience working at a NATO Education and Training Facility or at ACT JFD E&T
- Prince2 Foundation
- Knowledge of the NCI Academy and NCIA
- Knowledge of NATO Quality Assurance Standards
- Experience working in NATO
- Experience in NATO Air Command and Control
- Experience with NATO Air C2 applications.
Education
- a Bachelor of Science (BSc) degree in Electronics Engineering, Computer Science/ Software Engineering/ Mathematics/ Electronics or related discipline at a nationally recognized/certified University, with 5 years post related experience, OR: a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this work, with a minimum of 8 years relevant experience

- Due to the multinational aspect of NATO, part of the services shall be delivered during national public holidays at the respective locations of performance.
