This is a great opportunity for a hands-on Data Manager to support and inspire a team of Data Analysts & Engineers at Pay.UK, a critical national infrastructure - the Data Manager role is accountable for the production of BAU Strategic and Operational reports in PowerBI, Qlik, Excel etc. for internal and external stakeholders including regulators. Operating as a D&A SME, this role is instrumental in supporting the Head of D&A in implementing the Data strategy, Data policy development, D&A brand development, recruitment and procurement.  

 

Key Accountabilities

Technical: 

  • Oversees the development, of available IT tools to extract and present data as required, and monitors the development of systems, tools and techniques to improve reporting and analysis. 
  • Provides oversight to ensure the end to end data and information strategy is effectively maintained, including definition of the data requirements to support the business and ecosystem. Ensures the relevant MI and data policies, processes, governance and tools are updated, and to agreed standards, to deliver data requirements. 
  • Oversees the establishment of the framework, processes and systems required to provide a central view of data that allows Pay.UK to run and improve the business with the strategy and governance that goes with this. This includes the development of a granular understanding of transaction and performance data for Pay.UK provided services.  
  • Oversees the establishment of Data marts/lakes – centralised data model in place with day to day management of the operation of the data technology framework. 
  • Oversees the establishment, and development, of a federated data access model across Pay.UK and the wider ecosystem including federated Reporting and Analytics framework. 

 

Operational: 

  • Contribute to the development of, and apply data strategy, including developing and maintaining associated Data Policies that enable Pay.UK strategy and ecosystem needs (GDPR), and develop commercial opportunities that may arise from data exploitation 
  • Oversees the production of regular management information (MI) reports and publications, together with detailed analysis and presentations (where relevant) and as required by internal and external Pay.UK stakeholders.  
  • Ensures standardization across the regular MI reports and publications, where relevant, in respect of reporting terminology, and compliance with data definitions, to provide a consistent message across the statistics and guidance notes published. 
  • Oversees the establishment, development and introduction of self-service reporting and analytical tools adopted across the business, providing advice and guidance as relevant. 
  • Assist the leadership group in their transformative efforts to establish a highly proficient hub for Data and Analytics within Pay.UK. 

Analytical: 

  • Design and build reporting and analytics dashboards on BI Tools that track key metrics and provide actionable insights e.g. Power BI, R Studio 
  • Oversees the production of ad-hoc reports and publications, together with detailed analyses and presentations (where relevant), as required for a wide range of Pay.UK stakeholders  
  • Oversees the provision of Payments ecosystem insight to support strategic choices
  • Ensures the provision of high quality quantitative analysis to support Pay.UK strategy along with evaluation of proposals and projects, facilitating effective liaison with Pay.UK Directorates and stakeholders regarding the content and timing of the analysis
  • Provides key input to the Information Strategy and the understanding Pay.UK business requirements including translating the strategy into information needs
  • Oversees sourcing and integration of external data to ensure data integrity
  • Leads, facilitates and presents at Pay.UK business and stakeholder meetings, as required

Qualifications, Skills & Experience

  • Experience of developing and managing BAU team of Data Engineers and Data Analysts including day to day delivery management, line management and supporting L&D activities 
  • Extensive knowledge and experience working with MS SQL databases both on premise and cloud MS AZURE, including design, modelling and architecture up to DBA level 
  • Extensive knowledge of data tools and programming languages e.g. Python, DAX, R, M, VBA, SQL Stack - SSMS, SSIS, SSAS, SSRS, etc. 
  • Good experience with Data Visualisation tools including Power BI, Qlik, Tableau, etc. 
  • Experience with graphical development tools such as Data Flows, Ab Initio, Power Apps 
  • Knowledge of Data Architecture principles e.g. TOGAF 
  • Third party vendor management 
  • Recognised capability in establishing, developing and implementing data management and data analytics practice area or function operating as a centre of expertise 
  • Enhanced stakeholder management skills coupled with the ability to quickly understand stakeholder needs and define and ensure the implementation of corresponding actions 
  • Ability to anticipate and identify potential risks, limitations as well as opportunities, related to MI activities  
  • Data monetisation
