Head of Compliance & MLRO - Hong Kong & China offices
We are seeking a seasoned professional to fulfil the role of Compliance Manager & MLRO, focusing specifically on the Hong Kong and China markets. This critical position requires a deep understanding of the regulatory environment, financial crime prevention methods, and compliance frameworks relevant to these dynamic regions.
Responsibilities:
- Act as the principal advisor on all matters pertaining to Compliance, Anti-Money Laundering (AML), and Counter-Financing of Terrorism (CFT) specific to the Hong Kong and China markets.
- Liaise with the Hong Kong Customs and Excise Department and other relevant regulatory agencies within Mainland China and Hong Kong to manage interactions and ensure regulatory compliance.
- Offer strategic guidance to the business units and support functions operating within Hong Kong and China, ensuring adherence to local laws and regulatory requirements.
- Collaborate with the Global Head of Compliance to tailor and implement the Compliance Control Framework for the Hong Kong and China jurisdiction.
- Conduct impact analysis of regulatory changes within Hong Kong and China and align internal policies accordingly.
- Oversee the preparation and submission of mandatory regulatory reports and filings to respective authorities.
- Lead the Compliance Monitoring Program, ensuring that risk assessments effectively capture the nuances of the Hong Kong and China financial landscape.
- Distinguish and communicate the regulatory implications of business activities within Hong Kong and China, promoting a culture of compliance amongst all staff.
- Manage the client onboarding process in coordination with the On-Boarding team, providing expertise on local KYC and due diligence requirements.
- Ensure ongoing training and development of the team regarding Hong Kong and China's compliance and risk management practices.
- Conduct regular assessments of compliance risks and the effectiveness of implemented controls.
- Handle Suspicious Transaction Reports (STRs) and other AML related disclosures as required by local law and regulation.
Requirements:
- Business Fluent in written and spoken Cantonese, Mandarin and English.
- Strong background in compliance and risk management with a specific focus on the Hong Kong and China financial markets.
- Minimum of 8 years' experience in compliance within financial services, with a significant portion dedicated to the Hong Kong and/or China market.
- Professional qualifications pertinent to the Hong Kong and China financial services sector (such as HKIB, ACAMS, or equivalent AML certification).
- A bachelor's or higher degree in Law, Business Administration, Finance, or a related field.
- Proven track record of effective management and interactions with regulatory authorities like the Hong Kong Customs and Excise Department
- Demonstrated ability to analyse complex regulatory requirements and implement practical solutions.
- Exceptional communication and stakeholder management skills.
- Proficient in advanced data analysis tools and well-versed in the use of Microsoft Office.
- Capability to facilitate training and promote a culture of risk-awareness within the organisation.
